If you are not familiar with the Automotive X-Prize Competition, please have a look at the official website of the X-Prize Foundation. There you can download the official guidelines as well as join their forum and read about past xprize contests.

The Automotive X-Prize Competition is based on the concept that raising a multi-million dollar purse of money for the winners will promote a scientific/industrial breakthrough to happen at an accelerated pace, propelling the industry forward many years ahead of schedule, ultimately breaking oil-dependence and a major source of green-house gases on this planet earth.

Who wins? Very simple. The car that meets these guidelines: vehicle must get at least 100 mpg equivalent, carbon emissions must be under 200g per mile, the car must be safe, the team must have a viable business plan, it must be drivable (0-60 mph in 12 seconds or less) and have all the amenities that a consumer would like to have.
